The newly elected mayor of the Blithering and Swathe Combined Local Authority Tactical Economic Zone has unveiled their flagship policy to address the latest crisis. To create the policy a Task and Finish Action Group has been formed. 

Your party are the Senior Implementation Officers who form the action group. Each day you hunger for more policy - and it must be perfect. Your terms of reference state that you will draft the policy and progress it through the relevant quality control process before your deadline, or risk the Communications Department releasing a moderately embarrassing press release.
